vcn: trying (and failing really hard) to turn on the hardware encoder on a cursed ps5 apu
the ps5 arm a53 co-processor handles vcn power-on. the bc-250 doesn't have it. so we go poking the PGFSM by hand, recording the screen in slow-mo with a phone, and dropping claude in the driver.
